Non-custodial parent is hiding my 13 yr old run-away without my consent. what are my options ?

she always lived with me i always have to discipline her, took away phones didn't let her go nowhere the last year she has been making bad choices in her life cutting school hanging out with the wrong crowd talking back to me. non-custodial never disciplines her only to his convenience when it involves a girlfriend . He is a single dad of 4 kids from 4 different woman . He doesn't really work at all but has to pay child support for my child. when things go wrong he always sends her home
