What do I do about my self harm scars?

I used to self harm when I was 16. It was merely because I was impulsive and didn't really think about the consequences at the time. It's got to the point now where I feel I can't even go out wearing a t shirt without other people judging me. I've tried going to my doctor in the ped and all he will give me is Bio Oil which hasn't worked at all apart from making my scars look white and more visible. I'm really stuck on what to do. I know there is laser surgery out there but I have no clue to how much it will cost. I'm not really in a financial situation to be spending lots of money. Is this treatment available on the NHS? Any advice would be highly grateful. Thanks for your time.
