What should I offer for a 17.5 ft.1998 SeaSwirl boat if they are asking 5,900?

Its our first boat and we are living on the Belfast Bay in Maine. We are looking to take it out on the bay. Is this boat good for taking out on the ocean? Is this price reasonable for this boat (it looks brand new, owners only use it 3 times a year)?
